Job Summary:  The Deputy Programme Director – WASH is responsible for GOAL’s Water, Sanitation and Hygiene Programme which focuses on increased use of improved household sanitation, strengthening of local, district and national water/sanitation governance and sustainable operations and maintenance, and improvement of local water supply and sanitation management.  The Deputy Programme Director, WASH is responsible for developing and evolving a systems-based WASH programme strategy, overseeing it’s successful implementation, managing existing donor relationships and proactively fundraising and developing resource mobilisation materials.  This position will directly manage GOAL’s WASH Team and is responsible for ensuring the team have a clear understanding of their responsibilities and deliverables and has overall accountability for WASH budgets, workplans and donor reporting. The position will directly manage all aspects of programming on sustainable operations and maintenance including private sector support and business development activities, developing and overseeing innovative pilots and managing external consultants.

Key Duties and Responsibilities: 

WASH programme strategic development

  • Lead on the strategic design of the GOAL Uganda WASH programme using a systems approach (context analysis, design and adaptive management) and ensuring participation and contribution from all WASH staff
  • Document, up to date and disseminate an overall WASH country programme strategy
  • Focus on sustainable interventions which work with the permanent players i.e. community, government and the private sector
  • Remain up to date with changes and innovation in the global WASH sector and support team member continuous learning

Fundraising

  • Working with the Programme Support Officer and ACDP, map and identify appropriate fundraising opportunities to support the country WASH programme strategy
  • Working with the Technical Team, Programme Support Officer and ACDP, design and development quality WASH proposals
  • Engage with other key WASH partners and donors in Uganda and elsewhere and explore the potential for funding, partnership and potential collaboration

WASH programme management

  • Using an adaptive management approach, oversee the implementation of GOAL Uganda’s WASH programmes and support and hold WASH Programme/Project Managers accountable for programme implementation
  • Manage programme and project budgets and monitor financial transaction as per the Authorisation Matrix and delegation protocols
  • Lead pilots to test and take successful WASH initiatives to scale; this includes developing and scaling up market-based sanitation products and services and developing business models for private sector pilots in sustainable operations & maintenance and advancements in technical water-access projects, among others
  • Identify, nurture and manage partnerships with private sector actors to increase the sustainable provision of goods and services, assessing business capacity and providing business development support to private sector actors where needed
  • Lead teams to identify and implement social and behavioural change activities in targeted communities
  • Ensure programme procurement and contracting needs are managed effectively and in line with GOAL policy
  • Ensure all programme reporting (internal and external) is delivered on time and is of high quality, coordinating team inputs with the support of the Program Support Officer
  • Support to the programme and project managers to ensure all logistics, finance and human resources processes are followed in line with GOAL policy

Human resource management

  • Line management of the WASH Programme/Project Managers and interns, ensuring that all team members have clear and measurable (SMART) performance management objectives and that they are measured regularly and in line with policy
  • Identify and invest in creative WASH team members, working with the ACDP to identify formal and informal training opportunities and through regular mentoring and coaching
  • Lead by example both upward and downward accountability and comply with all of GOAL’s accountability policies
  • Ensure compliance to all GOAL, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of the of the programme

External representation and coordination

  • Manage a team coordination and outreach strategy, identify key stakeholder relationships and develop and share strategic messaging on GOAL WASH programmes and objectives
  • Take the lead in building and leveraging key WASH networks, government departments and business networks with specific responsibility for advocating and influencing at a district and national level for GOAL’s WASH programming and to ensure government take up their role of enforcement and regulation in relation to GOAL’s private sector approaches
  • Ensure that GOAL Uganda is professionally represented at WASH coordination meetings and events
  • Build and sustain relationships with internal GOAL stakeholders key to the programme and drawn on them for support, advice and programme advancement
  • Actively build GOAL Uganda’s stake and position at the national and international level
  • Support all efforts towards accountability to project participants. This includes actively engaging participating communities as equal partners in the design, monitoring and evaluation of programmes

Monitoring, evaluation, accountability and learning

  • Work with the GOAL Uganda MEAL department to ensure that appropriate systems are in place to monitor and measure all GOAL Uganda WASH programming
  • Regularly review monitoring data and manage programmes using an adaptive management approach
  • Develop learning documents of high quality for internal and external audiences
  • Ensure close coordination and sharing of information with other district and national level stakeholders such other I/NGOs, and government actors and global agencies

Other DutiesThe post holder may be requested to undertake other activities as mutually agreed with the ACDP.

Qualifications, Skills and Experience: 

  • The ideal candidate for the GOAL International Deputy Programme Director-WASH job placement must hold a University degree at Master level in Public Health, Environmental Health, Social Sciences, Business, Economics, Civil Engineering, Management or related discipline. Experience may substitute for qualifications, but not the other way round
  • At least 10 years professional experience in managing complex WASH programming in developing countries
  • Previous experience in working with both public and private service providers (in the WASH sector preferred but not essential) and in providing business development support to small and medium enterprises
  • Interest and understanding of market systems-based approaches, sustainability and aiming for scale
  • Strong programme management skills, including planning, grant and budget management
  • Strong people management skill, including prioritising workloads, providing targeted support and mentoring
  • Excellent organizational skills, including ability to prioritize and meet deadlines
  • Proven ability to work in a fast-paced and detail-oriented, with a proactive planning and execution
  • Excellent writing, communication, organization, prioritization and negotiating skills
  • Excellent (English) verbal and written communication skills with proven financial management skills
  • Strong computer literacy with a full knowledge of office applications
  • Ability to supervise staff and coordinate with partners from a broad range of backgrounds and experiences

Desirable

  • Adaptive management skills
  • Market system training and /or experience
  • Strong knowledgeable of urban sanitation programming, including sanitation marketing
  • Experience of implementing social marketing campaigns
  • Experience in working with (or for) private sector companies
  • Creativity and entrepreneurial outlook
  • Ability to work collaboratively in teams, build consensus, and effectively coordinate with internal and external actors
